Standing committees are charged with the important responsibility of examining bills and recommending action to the Senate or House. He and Lt. When the General Court is in session, authorization for any committee of the Senate or House of Representatives to travel during the session of the General Court shall be approved by a vote of two-thirds of the members of its branch present and voting. Some highly controversial bills may be referred to several different conference committees. All meetings of joint standing committees, and special joint committees of the Senate and House of Representatives, shall be limited to no more than 50 bills to be discussed in a hearing, unless it can be determined that all of the bills being considered are of the same subject matter. Nothing contained in this rule shall prohibit a joint standing committee or special joint committee of the Senate and the House of Representatives from taking appropriate action including, but not limited to, the exclusion of a person from a committee meeting in order to prevent the disruption of or interference with committee proceedings.

All such matters except messages from the Governor, reports required or authorized to be made to the General Court and petitions filed or approved by the voters of a city or town, or the mayor and city council, or other legislative body of a city, or the town meeting of a town, for the enactment of a special law under Section 8 of Article LXXXIX of the Amendments to the Constitution and which do not affect the powers, duties, etc.
